What Size Page Wire Should I Use For Sheep?

I am starting a small sheep herd in the fall. I have a 3 acre paddock that I am fencing off for them. Originally I was going to get four foot woven wire with 4 inch spacing but I am seeing that page wire is quite a lot more expensive, but the holes are a LOT bigger.

What size of opening can I get away with? I do NOT want lambs escaping as we have a fairly busy road right outside of our house.

Just trying to look for the most cost effective fence, but also don't want to be doing this again in a few years.

We currently have electric that is working great for our horse and llamas BUT I have four month old sheep and they are escaping out under it whenever they darn well please. So I am not keen to go on electric (they don't even seem to feel it!)
 
We use welded wire with 2x4 spacing, either 3 or 4 feet tall. You don't want anything big enough so they can stick their heads through. We also run a single strand of electric about 12-18 inches off the ground on the inside to keep everyone off the fence. We have goats, but have had a few sheep in the past and we fenced the same for both.
