In the dreamtime, hmm. Well, I'm going to have to guess at that too. From what I recall, Didgeridoo songs and dreamtime are linked, conceptually. Lots of animal noises make up the Didge songs, to tell stories. Kind of like if there was a mouse noise, it would symbolize running (or something, again I'm guessing, lol, sorry any native Australian Aboriginal people who may be reading this poor Americans attempt).
So a Kookaburra laughing... well. All I remember is that when I was a kid and we visited, I thought there were monkeys outside the window! Everyone told me they do NOT sound like monkeys but I still think they do.
There's a reason they call it a laugh? So could it stand for humor, gaiety? Ok, I give up here, hehe.
It is technically linked with humor but that it the origin of the kookaburra's laugh and a different story to the one I'm looking for.
I'm not the most knowledgeable with dreamtime stories but the kookaburra and it's laugh signals the rising of the sun basically.

There's the story about how the kookaburra is in charge of announcing the day and then there is the story of how the kookaburra got it's laugh.
