what the heck are my chickens doing?

My 2 silkie chickens hatched about 4 months ago. One is a girl and one is a boy. The female chicken is sitting on that little perch thing and the male makes a funny cluck and shoves his head between her legs like he is trying to shove her off the perch. Are they mating? I think they might still be to young for that. I don't even know how the whole chicken mating thing works Or is he just being a bully?

Sounds like he's just being a bully
. they are too young for mating
During mating the female will squat down and the male gets on her back
