If they are real what are they called? I googled hubcap extension and hubcap accessories and got nothing remotely resembling these. My husband is on the road all the time and has never seen any thing like these. Yet anyway.
 
I believe the ones in the first picture here are called 84s. http://www.urbandictionary.com/define.php?term=84's

They are an extreme take on the old spinner caps from the 50s. They also have some like that that are the new stile wheels also called spinners also that spin separate than the main wheel an tire.

they have them in some movies like james bond and the green lantern I think. but on the show mythbusters they made some and it works it will pop the tires rip the side of the car up and pretty much kill the car
