1)Gets pretty cold sometimes where I am so do I have to insulate my coop?
2)with heavy rain/snow do I have to put up some waterproof tarporlin or something
! Pleased you joined our flock! Actually, chickens do better in very cold than in very hot and humid. As long as your coop is draft-free (but ventilated) they will be fine. I'm in Kansas - it doesn't get super cold but it touches zero degrees or below on occasion and coder when factoring in the wind. My birds are in an uninsulated coop made of metal siding - no problems. Here's a link that discusses the issue of cold. Your plan of waterproofing is a good idea. Good luck to you!
a covered run is a good idea to keep some snow & rain off the birds. It will also protect them from drop-ins like hawks. Some people put a tarp around two or three sides of a run to give shelter from prevailing winds.
