What to do with roosters spurs?

I need to do this though, my rooster's spurs grow straight up toward his belly.

There appears to be something left behind though. I mean, what are you removing, just the keratin sheath? What's left behind looks bloody and raw, isn't it painful or tender? Is it the quick? Does the sheath grow back?

That's what I was wondering. But I think your removing the sheath thing and inside is the new one.
