If I were you, I would follow the advice of the other people and take out the pine shavings. Just put down some paper towels instead. Also it sounds like the incubator could be too hot and not enough air flow. I live in arizona and I have two 3 day old chicks and my room is about 83 degrees during the day and 77 at night. I was using a lamp but they were displaying the same signs that yours are with the panting. I took the light away and they're doing just fine now.
