What Type of Bantam & Gender ?

I just can't figure out if my 'Ms. Sylvia' is a hen or rooster now cause of her comb & waddle being so big. One of my other Bantams is crowing... Has been for a few weeks now, but this one isn't. Please help!

Yes, there's feathers on the feet. He or she is my shadow... Follows me everywhere & when I sit in my swing, she/he gets up there right beside me... If my Yorkie is sitting beside me, she/he gets jealous & nudges him to move! Lol
 
He is definitely a cockerel, and a very handsome one, too. I'm sure he will start crowing whenever he feels like it. Some birds just take more time than others.

I know I have 2 other roosters, the Barred Rock one hasn't crowed yet either. Still waiting . I love to hear a rooster crow in the morning :)
 
And this one keeps evolving... She's went through so many different looks... She looked scraggly for the longest time! She has greenish tint to her dark feathers, and the white came out a few weeks ago ... What in the world is she? She is a Bantam with feathers on her feet!
