No mongolian in that bird. Judging from feather pattterns, it is probably a Chinese Ringneck/ Manchurian cross. The complete and very wide neck ring, plus the small but visible white spot on the cheek, are manchurian traits. I would guess this bird has it's origins from Mc Farlanes Pheasant farm in Wisconsin. They produce these crosses and sell them nationwide to many individuals and shooting preserves.
