What would make a feather grow in as transparent instead of solid?

Hmmmm. My roo does not have feathers like the new ones. However, he certainly molted feathers with a whole lot more "shine" to them. He is still molting out, but in sections.

I have had birds do that their first moult. Next moult their feathers went back to normal.

Thanks for the replys. He does look very shiny, just not right in my eyes. I guess there is not much I can do about it now except wait for him to finish growing all the feathers in and hope he looks consistent. I will continue his vitamin regimen. Here is a wing shot of him.
