It sounds like we agree to change the rules to require that anyone new to the swap must be a BYC member for 3 months. I will have to look at the rules to see how to reword everything and put in the one swap at a time until it is determined that they follow through on their swaps. Of course anyone with less than 3 months that has been swapping in good faith will be grandfathered in

and be allowed to continue to swap.
