whats eating theirs head in daylight???

Heads are not the favorite of hawks. An owl probably killed it initially and ate the head, then a hawk spotted the body and scavenged on it. Hawks will scavenge if the meat isn't too rotten.
Years ago I lost my respect (if I ever had any) for red tailed hawks when I saw one eating a road killed coon while by only the strength of his personality he held off a flock of crows who were sitting on the side of the highway.
