That appears to be infectious Coryza which is contagious among chickens, quail, pheasant and other bird, poultry and fowl species.
It is caused by a bacterium called Haemophilus paragallinarum and is sometimes called 'Cold' or 'Roup'. It spreads by bird to bird contact, airborne bacteria and contaminated feed/water.
Because it is a bacteria, this can be treated with antibiotics. Streptomycin, Dihydrostreptomycin, sulphonamides, tylosin, erythromycin. Flouroquinolones are bactericidal and might prevent carriers. Any of these can be used to treat Coryza but not completely eradicate carriers. For the safety of your flock, if you have birds, I would pass this bird on to someone more experienced with wildlife and throughly disinfect anything this animal came into contact with.
