What's this?

This poor little hen has internal egg problems and has not laid for probably a year, but is still getting around, eating, etc. Last time she molted, the feathers on her neck grew back in a swirl pattern, but now they appear to be breaking off. I have checked for mites, lice, etc. and cannot find any signs of creepy crawlies on her- any idea what is going on and is there anything I can do?

That looks like she could be molting. Is there a rooster in the pen?

No rooster, and she has looked like this for a couple of weeks now- she is not losing any other feathers on the rest of her, just the back of her neck.
