What's too hot?

Temp in still air bator is 99.1. Hate to lower it but chicks are panting and I have 1 left who just pipped. If the chicks are too hot will it kill them to wait? Also not all the chicks are fluffy.

You can either give them another 6 hours OR
Quickly remove all of the fluffy ones and add warm water to the bator.

Thanks. Gonna give the some time. They are almost all dry now. And seem ok. If he hasn't made some progress soon though I am gonna grab them. Humidity is high now around 74% Won't lose more then 10%
