What's too young to go outside?

I have a group that is about 5 weeks old and they are going out during the day when it is above 65 F but I bring them in at night and they have their 100W light bulbs.

I also have 1 & 2 weeks old chicks outside with mama hens. The hens have those chicks out with 40 F and 10-15 mph wind. I don't see how the chicks make it but they do. One hen with 7 chicks I noticed 1 of hers looked cold, standing still, eyes closed so I ran an extension cord out to the little run they are in and hung a light. That little fella got right under that light & stood there all by himself for a long time. When mama sat down to cover his siblings, he ran over and got under her. When she'd get up, he'd run back under the light. Because the wind was blowing I had to move the light; no problem, the chick went right to the new spot!
