There are pin feathers amidst the down fluff. If it weren't for the down, I would be concerned about feather picking, but I think it's as you suspect. The chick is simply feathering out irregularly. She'll get all her feathers eventually.
I predict she isn't going to molt as an adult according to the rules. Seems there's always one needs to rock her own style.
