What's wrong with him?

Can someone tell me why it looks like this?

Hatched a bit too soon, it needs to absorb the rest of the yolk. You’ll want to try and keep the chick still and the yolk sac moist and intact while it absorbs. I hear some people put them in a cup with a wet paper towel at the bottom, of course while keeping them in the incubator. Hopefully it pulls through but be prepared for the worst.

I knew something was wrong by the way he hatched. I don't understand he pipped on day 21
 
Looks like the humidity was too high. The chick hatched early because it couldn't breathe. It can't live with that much yolk to absorb.
Too high of humidity makes them literally drown.
My humidity wasn't above 61 in lockdown and not 50 before that. It was at 70 when he hatched
 
Also, I can see that you don't have anything on the bottom of the incubator to keep chicks from slipping. If they don't have some kind of slip resistant flooring than they will get slipped tendons and will never be able to walk either.
