What's wrong with this chick?

I've had this chick since it was 1 week or less. It grew it's first feathers at about 2-3 weeks old, it has two fleshy bumps on the wings in which no feathers grow, has a lump above the vent and the wing feathers are scratchy. It was raised with another chick, which is very healthy and fully feathered, so I know I didn't do anything wrong.
Here it is now, at 9 weeks old.

It just looks like a chick that is maturing faster than it can grow feathers. Most of the time those end up being cockerels. Are they getting a chick starter with at least 16% protein?
