This is an EE that I hatched out, is about 22 weeks old, just curious of gender please

And yes, I tried to fix the toes when it was born, but obviously didn't work...this bird gets around just fine...

No crowing yet though...however it's sibling just started crowing...why would they start so late??

Crowing or not, that's a rooster. A younger roo may be inhibited from crowing if an older, dominant roo is present. Or, he may just be a slower starter. Definate boy.
