Usually when they start laying eggs they're old enough to breed. Roughly around 16-18 weeks depending on what breed they are

It's exactly relative to laying, once they start ovulating they are receptive to being mated.
Not sure what you mean by 'breed' tho...sexual maturity or hatchable eggs?
