When are pullets old enough to breed?

Usally when they have begun squatting, that generally means their ready to be bred, and that’s a hudred percent sign even given by the pullet.

So when would that be in age and relative to laying?
It's exactly relative to laying, once they start ovulating they are receptive to being mated.
Not sure what you mean by 'breed' tho...sexual maturity or hatchable eggs?

It's best to wait for a few months after they start laying before hatching pullet eggs.

This. Better to wait until the eggs have increased in size enough to adequately 'house' and provide nutrition for the developing embryo.
