I don't think there is a set age. To be correct, they can go outside when you've taught them everything their mother would have at that age.
This of course isn't what happens with incubator hatches. It's then a question of constantly watching them while they are out for signs of cold and distress. They can withstand a normal range of weather conditions as soon as they are fully feathered. Until then they will need protecting from the elements and warming up if necessary.
