when can chicks go outside at what temperature?

I live in north east and is still cold. Chicks are around 4 - 5 weeks, getting some feathers now.
When should they go outside to their coop?

I don't know what you weather is like, right now we are having mornings in the teens, and gusty winds. Generally chicks are ready to venture outside till they are fully feathered.

If you get some really nice sunny days, you could try them out for a short time to see how they handle it.

Hail to the Drumstick! I 2nd her advice! Will they have warm, or at least out of the elements accommodations when they are moved outside? Oh, and welcome to BYC!!

MAKE SURE that your chickens have all of their feathers in and the lows during the night are higher than 59 degrees. Also make sure the coop is well insulated. it never hurts to be safe.
