When Can Chicks leave the brooder?

I have a coop that is ready for chickens. The chicks are almost 2 weeks old and flying out of the brooder and even with at top they still manage to get out. The coop has a heat lamp, all corners are sealed, and wood is place in the ground. They are probably still too young but I was just wondering.
 
As long as you can keep the temperature at what they require and keep them safe/ contained, you can put them in the coop at any time. Some people brood them in the coop from day one.
