I've heard people saying that they breed only in the spring, but others have said year round. I honestly don't know who to believe so I need some help please! Thanks

If you supplement their light and keep them indoors they will breed year round. If they are given a natural seasonal cycle they will lay/breed as long as their is enough daylight, so most of spring, all summer (though if you are somewhere that gets very hot they may take a break) and most of autumn before moulting and resting for winter. The males will crow at dawn and dusk when in breeding condition, otherwise they are quiet.

I got my first quail back in December. I was keeping them in my garage because of the snow I couldn't get a coop built outside for them where they are now. They were laying throughout the winter, but of course the garage was probably about 50 F and I had a lamp on them for a couple hours before the sun came up and a couple hours after the sun went down. I'm not sure cold matters as much as light. But I'm sure if it is freezing they wont lay at all.

This is correct. They need 14-16 hours of daylight to lay. Temperature is completely irrelevant. I know. I live in Michigan.
