When can I move this hen w/ the rest of my flock

I have 3 birds that have been isolated since about Jan 2. One of them I suspect mites on. She is stills missing feathers, and has red skin. The other 2 w/ her seem fine, and have all there feather, where she is missing them. Am wondering should I wait until she is fully feathered until introducing her to the flock. Here are pics of what is going on.

She looks to me like she is finishing up a molt. Their skin can be quite red when there are no feathers.
