When can I take my chicks outside?

I'm from Virginia and this is my first time owning chicks so I am trying to figure out when I can move them to there coop? They are about 4 weeks and almost fully feathered! I have 1 Cornish Rock & 5 brown leghorn.
 
My advice would be to wait until they are fully feathered since it is still getting so cold at night. I'm in Texas and in the summer I've put them out at that age because it only gets down to 80 or so at night. We're expecting some really cold weather early next week here so I've got some 6 weeks old that aren't fully feathered yet so I'm waiting till the next weekend.
 
I took mine out when they were about 2 months old. I put a heat lamp in their coop. I wouldn't let them free range with other or else they will peck them and they could injure them. Just put them by themselves. I don't think it would be good to put them outside in the winter weather at 4 weeks old.

I'm in VA as well...in Goochland county. I also have 6 chicks (barred rock) that are 4 weeks old (as of this past wednesday). It's still too cold outside to put them out...our spring has been severely delayed this year...last year they would have been out there at this time, but not this year. I'm waiting two more weeks (at least) before I put them out in their coop.
