When can the little ones move outside?

We have 4, 5 weeks old EE. They will go to a temp coop and run that is by the older hens we have. We have no way to have a lamp out there. We're in MN so the days are about 60- 75 maybe higher during the day and low 40's at night. They are quickly out growing their 50 gallon brooder. Do they need to be fully feathered to go out there with no lamp heat?

Once they have all their head feathers they are okay to go outside.
