I have two 15 day old baby West of Englands and do not want the parents to start another nest. I want to take away the mother and I am wondering if the babies are too young.

Yes I would wait 28 to 30 days personally. The male usually take up the feeding responsibilities of the squabs after 2 weeks and the female does the lion share of the incubating on the second clutch in my loft anyway.

Do not take them away.

Wait till you female pigeon lays her next lot of eggs (if she does). Then take the eggs away and replace them with fake eggs (or something that looks similar to their own eggs).

She will just sit on them and they won't hatch.

Once the second clutch of egg arrives You can take one egg away and hard boil it and then replace it in the nest and remove the second egg. One egg is all you need to meet the needs of the pair.
