When do I start giving my hens egg layer?

Do I give my hens egg layer before or after they start laying? They are 21 weeks.

It wont hurt them to give it to them now if they are of laying age. Most people will say when they start laying

I switch mine over to layer anytime around 18-20 weeks or so, just depending on when I run out of starter/grower.
