When do Japanese Bantams start laying?

I have 2 Grey Japanese Bantams who are 27 weeks old and haven't yet started laying. Any idea on when they typically start?
 
Mine have all started very early, around 17-19 weeks. I have one who's broody for the THIRD time since summer

She lays about 7-8 eggs and then is broody again
