when do roosters crow?

My Lakenvelder crowed at 9? 10? weeks old and my others followed several weeks after. Some cockerels try to crow at 2 weeks, some take months, like Fred's Hens said. Just depends on the hormones!
 
When the hormones cause their voice to change.

Seriously, it's very hard to say. Last spring, I had a cockerel that started at about 5 weeks. It took him a couple days, but once he got the hang of it he was very proud of himself. So, he did incessantly just to show he could.
 
According to Wikipedia, it's about 4 months which seems about right. You'll know ahead of time because at first they sound like party horns and are pretty funny to listen to. Once they crow, they're so proud of themselves. Then they never shut up
