When do Roosters reach breeding age?

I have some new hens that are already laying. My Roosters are only 17 weeks old and have been trying to breed with my 17 week old hens that are not yet laying. Now they are breeding with the new hens and I wonder if they are old enough to fertilize the hens. These are Rhode Island Red and New Hampshire Red Roosters.

I have an EE rooster that is only 16 weeks old and I have been getting fertile eggs from my hens for at least a week now. (don't know before that time since I hadn't used any of our eggs for a while until a week ago)
