When do spur buds appear?

I have a 16 week old EE rooster (most likely) and he doesn't have anything at all on his legs. He also isn't crowing yet though I've seen him try and mate the hen he grew up with a few times.

I think on my EE it was around 20 weeks or so, just little nubs on his legs.

I just rehomed him and he had about 1/2 inch spurs and was hatched in November. Hope this helps!
 
My rooster is about the same age. I am just starting to see the spurs. His crowing started at least a month ago.

Hi I have some young roosters born on April 4th which makes them
15 weeks this Saturday and 1 of them already has spurs growing.
 
It seems breed dependent. My cochin took forever to show even a bump 6 months, but my dutch spurred up by 4 months. My neighbors RIR is a big gorgeous roo with no spurs at all and he's 2 yrs old.
