When is a rooster considered fully grown?

Hi,
I have a five month old EE cockerel and he is huge. I know that boys are called cockerels until they reach one year old. How long does it take for a rooster to become fully grown? Thanks
 
They are sexually mature (able to fertilize eggs) long before they are a year old, but the convention IS to call 'em cockerels until they complete their first year of age. And then they often MATURE into their full glory, full weight, and most mature behavior at around the 2 year mark.

My EE Carl is a year old this month, but he's been fertilizing eggs since he was 5 months old. I still expect him to mellow out some more, and maybe get a little more bulk, as this second year progresses.
 
I agree with gryeyes. Also, some of it depends on the breed. My LF brahma roo kept growing and maturing until he was nearly two years old.
