No, they are not both drakes, they are a breeding pair, but now that I think about it it was only the male attacking her. Does he need more females? I was going to get more this spring, but would it be better if I got some sooner rather than later? I got some disinfectant on her wound now that my mom is home.

Realistically, I think you have three choices. Keep the ducks, or keep the chickens, or separate them. The hen will heal fine. Chickens are really quite hardy and heal from minor injuries readily. The drake is unlikely to change his behavior. Once they can go outside and the chickens can get away from him, the problem may subside.
