When should Coturnix start to lay in North-Central California

Here is the Tibetan. I was positive she's female, except...she (?) does stand up tall and "crow" like you are describing! Well either way, I wouldn't mind having one male, so it should be fine. If I can't find specifically game bird feed, would duck starter work? (As long as it's above 20% or so?)
THat is a LOVELY Rosetta! Tibetan are blackish. Look like Penguins when Tuxedo. If she is crowing She is a he.

This is my Rosetta tux hen. She does not have the bright red of your guy I am envious!

So I just watched a youtube video of a male coturnix call and that is definitely NOT what she sounds like! She does stand up straight and make a pretty noise but it's not nearly as loud!

I agree she is very beautiful! She's quite a bit bigger than the other 3, and has the most amazing eyes! I am hoping to get a few more this summer...

I could be wrong but I think that is not a Coturnix at all. But a Tennessee Red Bob White Quail. TwoCrowsRanch once owned them. He can tell you. That might explain the lack of eggs. They do not mature as fast.
