The bedding goes in before the chicks do and doesn't come out until the birds have been sent off to the slaughter plant.
I'm not closely familiar with the management of caged layers -- which is an integrated system of it's own -- just the meat birds and the small flock of free-range layers a friend whose primary farming was a peach orchard kept to provide a few dozen eggs a week for her farm stand, but I don't know any farmers doing extra work that they don't have to because they're busy enough already.
