when to clip wings?

I have week old chicks that are already jumping and flapping their wings, they can jump about about a foot high and almost seem to be flying!! At what point can I clip their wings and how do I clip them without hurting them..:

At this age it's more muscle than feather so I doubt clipping will help. Just put a screen or wire top on your brooder.
 
I have a screen on my 8 ft trough that we are using for 23 chicks. I had introduced a new set of chicks 2 days ago. they are a week younger than my first set. All are getting along fine, but the older ones have taught the youngers to flap and fly. One of my youngers died this morning because she tried to fly, and hit her head on the screen. She broke her neck. I was mortified! Should I clip their wings now?
 
I never thought about clipping wings. I just thought once they got nice an plump there weight wouldn't allow them to fly.
 
Boy, mine are starting to fly. I have a fence around their run that's 4 feet high and some of the little suckers are getting out!

I have bird netting meant to go on trees. I'll be covering the top of the run with it so that I can easily remove it so I can clean the inside of the run on coop cleaning days.
