When to lay bedding down in fall?

Sustained(days/weeks on end) -20°F air temps.
Have never used a heat lamp in winter.

Ok thanks-it rarely gets below +10 degrees and then maybe only one night, warning up in the day to the teens. And not even every year (thank goodness!)

We get cold winters though nothing too crazy.
