When to Put in Outside Brooder

Having some work done in our house this coming week and I have some baby chicks in one room in a makeshift brooder. 4 of chicks are close to 4 weeks old and the others are about 2 weeks old. Temps are going to be cool this week but want to know if it would be safe to put older chicks in outside brooder ( has a heat light and shavings ) and just keep the smaller chicks inside for right now. Some of the work is being done in the room where I have the chicks.
 
yes it is; we normally keep the upper doors open when adults free range so they can have a place to roost if I have missed them when the main pen gate is closed
