When to relocate Sweet Roo

We have a sweet roo about 4 months old, not crowing yet so we are loving him as long and we can. It seems my older hens are beginning to keep him from food when they are in the pen. His crown is dry & he scarfs down food as soon as he can. I make sure he has plenty while the older girls forage. He and his sister are sweet buffs that we got this spring and she's adapting. We plan to relocate them together, have we waited too long?

Many peeps have difficulty re-homing roosters. If you know someone that is willing to take, then just do it now. Are you prohibited from keeping roosters in your area? (I am in rooster free zone)
