When to take the chicks out of the incubator?

When should I take my chicks out of the incubator? They're not wet, but they're not fluffy yet either. It's been in the incubator for at least 12 hours since it hatched. Thanks!!
 
I am a novice having only hatched one batch of 40 eggs. I took mine out as needed for room. Once I got about 8 or 9 chicks in there knocking other eggs around and stuff, I would remove them and the empty egg shells to make more room. They were like you said, pretty well dry but not fluffy. I ended up haveing 27 out of the 40 eggs hatch (LG still air) and they are all alive, well and fluffy.
 
As long as my brooder is nice and warm they go into the brooder. This amounts to 4-5 hours in the bator after hatching and they're not completely dry but they're okay and seem to do well.
