When To & When To Not Use Heat Packs For Shipping

I just started shipping chicks over the Winter and so it was pretty obvious to include heat packs. Now that it's Spring/Summer, I don't know when to and when not to include heat packs for shipping chicks! It can get so hot during the day and then be much cooler during the night. Any peices of advice? thanks!
