I have two white EE's and they are a little over 11 weeks old when will they start laying!?! One already has the puffy cheeks and throat but the other one doesn't. Does this mean shes just a late bloomer? i'm really confused!!!

Oh you are about half way there for eggs and if the one doesn't have puffy cheeks and throat it probably won't have puffy cheeks and throat.

You'll get eggs when your chickens are around 20 wks. old. Sometimes it's a little sooner, sometimes it's a little later.
