Where can I find bulk seed, such as wheat, rye, oats?

I want to grow my girls some fodder...but am not having any luck finding bulk seed for sale where I live at...I have called TSC, the hardware stores, everywhere! Ideas and thoughts are appreciated.

Feed mills.
Virtually every small town has one outside the major cities.
You could also go online but shipping would kill you.
google your zip code go to the map and hit the 'search nearby' button and type in 'feed mill'

When you drive around the country you'll see the elevators.
It will look like this.
