My friendliest layers have been a barred rock and one of my Blue Wheaten Ameraucanas...

Best layers I've ever had are my BSLs and Cinnamon Queens.
 
I recommend Sex Links.

Our female Sex Links started laying eggs at 16 weeks.
She is really friendly. I can pet her and she doesn't run away.

My Rooster is my other Sex Link and he seems to be really friendly for a rooster.
I can pet him also. He is the leader of the pack and runs to meet me before the ladies.

I have to say Australorps! they are so beautiful I think, so funny, curious, and in the sunlight their feathers shine purple, blue and green! They can lay almost an egg a day, and are the friendliest chickens I've ever come into contact with, if raised as chicks properly. they are so friendly, pretty, funny, and fantastic layers, why wouldn't you get them? bbahaha

Delawares!!! Especially if you get them from a breeder- excellent, consistent egg layers, and super friendly, in fact they can be friendly to a fault. Mine are underfoot all the time, with several that like to lap sit. One of mine started laying at 17.5 weeks.
