Which breed has the kindest Roos

Our White Orp roo was a good boy but noisy as can be. He did grow to be massive though (30-40lbs) we sold him at the last swap though because he was getting a little to big for our coop. Never had a problem though besides a little attitude now and then but a good boot calmed him down and made him learn his place.
 
I had 5 EE packing peanut roos, they never made a peep even when they got big. I am sure they would have, but they all had short lifespans, if ya know what I mean. I have a BO roo that was sold to my wife for a pullet. She got took, though he has not crowed yet, he is a terror on the girls. I have him tethered until his hormones stop raging and he can be more gentle. He will eventually be paired with black rangers for meat chicks.
 
I have a blue orpington who crows in the morning and that's it. He is nice to everybody. He's crowed at me a time or two. A few weeks ago I was sitting on the steps of the deck talking on the phone and he came up to the bottom step and started crowing loud as he could right at me. I was like, "do you mind? I'm on the phone!"

I also have a silkie rooster that tries to bite the heck out of me everytime I try to pick him or any of his silkie hens. But he's pretty quiet. I think there are main breed personality traits but it also greatly depends on the individual personality of the rooster.
 
I had roosters growing up in the country and now have hens in the city. I understand why you'd want a roo, I'd love to have one as well. But I think you are asking for big trouble if you get a roo. You don't only have your immediate neighbors to worry about, but people blocks away will hear him. Some roosters are quieter than others, but they still crow, and they do it at very inconvenient times. You are bound to have at least one person with sensitive ears within a 2-4 block radius who will complain about the rooster, then you will be visited by animal control, in which case your roo will be taken away and they just might notice something else about your coop/flock that doesn't comply with city ordinances. As a city chicken keeper I try to keep everything on the down low, keep everything extra clean and as quiet as possible, and give extra eggs to immediate neighbors to keep everyone happy. But maybe you have more open space around you than I'm imagining. Either way, good luck with your decision!
 
Well, The Quietest would have to be a freezer roo.... But seriously, my standard blue cochin rooster Big Blue has won my heart! He's so sweet and gentle, and is a gentleman to the girls.
I had to rehome several Roosters that were too mean or noisy. Mainly it seemed like Barred Rocks roosters gave me the most grief. Crowed all day long, aggresive, and rough on the girls! they started attacking my 8yr old and bloodied another rooster in the same day, so that was it for them!
