My worst hatch was one where I had regular humidity and sprayed the eggs rather than weighing and dry hatching.

In this pic you can see just how goopy and glued to the eggs the poor ducklings were.

I did dry hatch this batch. It's pretty humid here and I had batches that were too wet last year so decided to dry hatch these pekins. humidity was around 35% until lockdown and then I bumped it to 65%.
The ones I opened up looked similar to your picture there.
