No no, age has nothing to do with it. Girl/woman is about maturity /age, not height. If a human male is under 5'5" is he a boy all his life and not a man? That's silly. Pony/ horse is strictly about height, not age. Don't muddy the waters! I'm barely 5'1" myself and I became a woman legally on my 18th birthday. Horses also have terminology related to age, such as filly/colt, and it has nothing to do with height.

Now I've confused myself. If she was 14.4hh, that's the same as 15hh, right? Bc a hand is 4 inches. She must have been 14.3. She was not tall. Just right for me, anyway! Lol

That's true. She was not a magnificent example, but not due to her height. She had a flat croup. But I could not have afforded a magnificent horse, at the time I got her people were buying SHARES in pb Arabians! She was 3/4 Arab, 1/4 QH. I bred her twice and got two lovelies out of her. We rode a lot of trails together, she and I, and she taught me how to ride.
